The DSWD Regulatory Gap

Philippine law requires permits for public solicitation. The DSWD oversees welfare activities.

But digital spaces broke the framework.

Creators operate as individuals — not registered charities — while simultaneously:

• Soliciting funds publicly

• Distributing aid on camera

• Building monetized audiences around welfare content

They are content creators, fundraisers, and aid distributors in one — regulated as none of the three.

YouTube Is Not Neutral

YouTube recommends these videos. Monetizes them. Amplifies them.

Its algorithm rewards:

• Visible hardship

The feedback loop:

More emotional content → More views → More revenue → More incentive to repeat

The Money Is Not Hidden

It never was.

The revenue architecture behind poverty content in the Philippines is not a conspiracy. It is not buried in offshore accounts or hidden behind shell companies. It is sitting in plain sight — in YouTube’s own published documentation, in GCash transaction rails that anyone can access, in a DSWD permit system that is either ignored or unknown by the creators who should be registered under it.

The money flows in one direction. Away from the people on camera. Toward the people holding the camera.

Section 1 — YouTube’s Revenue Architecture

YouTube pays creators through its Partner Program (YPP). To qualify, a channel needs 1,000 subscribers and 4,000 watch hours — or 1,000 subscribers and 10 million Shorts views in 90 days.

Once monetized, creators earn through ad revenue — where YouTube takes 45% and the creator keeps 55%. Through Super Chats during livestreams, where YouTube takes 30%. Through channel memberships at 30%. And through YouTube Shopping affiliate sales.

The CPM Arbitrage

CPM — Cost Per Mille — is what advertisers pay per 1,000 views. In the United States, average CPM runs $6 to $15. In the United Kingdom, $5 to $12. For a Filipino audience watching local content, CPM drops to $0.50 to $2. But for a Western audience watching Philippine poverty content — CPM climbs back to $3 to $10.

This is the arbitrage that drives the entire industry.

A foreign creator filming in Philippine slums is not monetizing a Filipino audience. They are monetizing a Western audience’s appetite for poverty content — at Western CPM rates — while keeping production costs at Philippine-level cheap. A video shot in Tondo for $200 in expenses, watched primarily by American and European viewers, can generate $3,000 to $8,000 per million views.

The people in the video receive nothing.

Based on publicly available analytics from Social Blade and HypeAuditor, the top charity vloggers in this investigation have accumulated subscriber bases ranging from 1.5 million to over 4 million, with estimated monthly earnings between $5,000 and $20,000 per channel. These are triangulation signals only — not audited statements. The full creator roster with sourced data is available in our receipts repository.

Section 2 — The GCash Donation Rails

GCash is the dominant mobile wallet in the Philippines with over 90 million registered users — nearly the entire adult population of the country. For content creators, GCash functions as a frictionless donation tool. A creator displays their GCash QR code on screen during a livestream. Viewers — many of them Filipino diaspora in the US, Middle East, and Europe — send money directly.

The Rails Nobody Is Watching

Unlike YouTube ad revenue, GCash donations are not reported to YouTube, not subject to YouTube’s 30% cut, not tracked by any regulatory body at the content level, and not visible to the subjects of the content — the families being filmed.

A creator can earn tens of thousands of pesos in a single livestream through GCash donations while the family they are filming earns nothing.

The Diaspora Guilt Engine

The GCash donation economy runs on a specific psychological mechanism: diaspora guilt. Filipino workers abroad — OFWs in Saudi Arabia, domestic workers in Hong Kong, nurses in the UK — watch poverty content and see their own families. The GCash donation is not charity. It is a guilt tax, extracted by a creator who identified the mechanism and built a business around it.

Section 3 — The DSWD Permit System

The Department of Social Welfare and Development administers Republic Act 9208 and related child protection statutes. Any individual or organization that solicits donations on behalf of children, films children in vulnerable situations for public distribution, or operates a charitable giving program involving minors is required to register with DSWD and obtain the appropriate permits.

The Gap

The law exists. The enforcement does not.

DSWD’s mandate covers traditional NGOs, foundations, and registered charities. It was not written for YouTube creators. The result is a regulatory gap large enough to drive a content studio through.

A foreign national can fly into Manila, film children in Smokey Mountain, post the video to 2 million subscribers, collect GCash donations, and leave — without ever registering with DSWD, without any permit, without accountability to any Philippine government body.

The BenchTV Case — A Confirmed Public Record

On January 29, 2026, DSWD shut down an unlicensed shelter operated by vlogger Benjie Perillo, known as BenchTV, in Barangay Landayan, San Pedro, Laguna. Twelve individuals were found at the facility including two minors and persons with disabilities.

DSWD cited seven violations: no Certificate of Registration and License to Operate, no professional social workers, no case folders or medical records, no safety certifications, privacy violations under the Data Privacy Act, violations of the Magna Carta for Persons with Disabilities, and operation without a license since 2020 — despite a DSWD warning in 2022 that was never acted upon.

The National Council for Disability Affairs supported the closure, noting the content may have violated multiple laws.

BenchTV accepted the closure publicly, stating: “Tama din po sila na dapat tayo sumunod sa batas” — They are right that we should follow the law.

This is not an isolated case. It is proof of concept.

This investigation has submitted formal inquiries to DSWD requesting confirmation of whether any content creator has been cited or prosecuted under these provisions for online content. We will publish their response in full — or note their non-response.

Section 4 — The Complete Money Flow

A viewer in the United States, Europe, or the Middle East watches a poverty content video. An ad impression is generated. YouTube collects from the advertiser and pays the creator 55% of ad revenue. The creator also collects GCash donations during the livestream and Super Chats from the platform.

The subject of the content — the Filipino family, the child — receives a one-time gift on camera of 200 to 500 pesos. Or nothing at all.

The family that generated the content receives between 0.1% and 2% of the total revenue their image produced.

Section 5 — The Platforms Are Not Neutral

YouTube is not a passive infrastructure. It is an active participant in this economy.

YouTube’s recommendation algorithm identifies high-performing poverty content, recommends it to users who watched similar content, and places higher-value ads on videos with high engagement. YouTube has never — publicly — taken action against poverty exploitation content as a category.

YouTube’s Community Guidelines prohibit content that endangers the emotional or physical well-being of minors. They do not prohibit filming children in poverty for profit. They do not require disclosure of whether subjects were compensated. They do not require DSWD registration.

What We Are Asking

This investigation is ongoing. We are formally requesting:

From DSWD — a list of all registered organizations and individuals authorized to solicit donations involving children in the Philippines, 2020 to 2025.

From YouTube — confirmation of how many Philippine-focused poverty content channels are currently monetized on the platform.

From GCash/Mynt — whether any mechanism exists to flag donation solicitation associated with child subjects.

From creators named in this series — proof of DSWD registration, disclosure of total revenue generated from Philippine poverty content, and documentation of compensation paid to subjects.

We will publish all responses. And all non-responses.

BEFORE WE NAME NAMES — THE STANDARD WE USE

The Vault Investigates does not name people to destroy them. The Vault Investigates names people because opacity is the product.

Every creator named in this article meets all three of the following criteria:

1. They publish recurring poverty-centered content — charity vlogging, social experiments, rescue narratives, or slum-tour adjacent formats — as their primary or significant content category.

2. They are repeatedly discussed in Filipino public discourse as examples of poverty-content monetization — in news coverage, social commentary, or regulatory action.

3. They have sufficient public metadata — channel pages, analytics dashboards, regulatory records, or news documentation — to cite responsibly.

We use Social Blade and vidIQ earnings estimates as triangulation signals only — not as proof of income. They are model-based ranges, not audited statements. Where we say “estimated,” we mean estimated.

CHAPTER 1 — THE GENRE AND HOW IT WORKS

Before the roster, understand the formula.

Philippine charity vlogging did not invent poverty content. It industrialized it.

The genre runs on five recurring formats — each one algorithmically optimized, each one emotionally engineered, each one profitable in a specific way:

FORMAT 1: THE SURPRISE BLESSING Cash handouts. Grocery drops. Debt payoff. Medical bills covered. Housing revealed. Edited around tears, gratitude speeches, moral lessons. The give is real. The filming is the product. The emotional peak — the moment of tears — is the content unit that drives watch time, shares, and return viewers.

FORMAT 2: THE SOCIAL EXPERIMENT / PRANK The creator disguises themselves as poor. Tests whether passersby will help. Rewards the “good” ones with money. This format turns poverty into a costume. It turns moral behavior into a performance test. It turns the poor — the real poor, watching — into props in someone else’s virtue theater.

FORMAT 3: THE RESCUE ARC Homeless individuals. Children at risk. Vulnerable adults. Repeat appearances. Narrative of transformation across multiple episodes. The recipient becomes a character. The audience becomes invested in their outcome. The creator becomes the hero of the story.

Fifty-nine million, six hundred thousand Filipinos are on YouTube.

That is not a statistic.

That is an audience.

And someone — several someones, with channels, cameras, and monetization enabled — built a business around showing those 59.6 million people the poorest corners of their own country.

Optimized for tears.

Edited for watch time.

Monetized by the click.

They call it tulong.

We call it a business model.

This is Part I of Seeds of Fire: Special Report — The New Age Poverty Pimps, Philippines Edition.

Before we name names — and we will name names — we need to understand the machine.

How it was built. How it earns. Why it works. And why 59.6 million viewers keep watching.

Because this machine does not run on bad intentions. It runs on something far harder to fight: emotional logic that feels exactly like generosity

WHAT WE MEAN WHEN WE SAY “POVERTY PORN”

Let us be precise.

“Poverty porn” is not a vibe complaint. It is not about aesthetics or sensitivity. It is a commercial and reputational strategy with a specific, documented structure:

Step 1. Take staged or selectively framed deprivation — especially children, elderly people, disabled persons, and other vulnerable communities.

Step 2. Package their suffering into emotionally engineered content: crying close-ups, before-and-after reveals, cliffhanger “will they make it?” arcs.

Step 3. Convert that content into three currencies:

— Attention: views, shares, algorithm rewards

— Money: ad revenue, fan funding, off-platform donations

— Moral capital: “good Samaritan” branding, the halo of being seen to help

The product is the image of suffering.

The customer is the viewer.

The profit goes to the producer.

The subject — the person being filmed — gets whatever the camera decides to leave them with.

This is a dignity and power problem before it is anything else.

Who controls the narrative? Who benefits financially? What is asked of the poor to make the story legible, shareable, and viral? What consent exists — and who enforces it?

These are the questions this series will answer.

THREE MARKETS — ONE PRODUCT

The poverty content economy in the Philippines runs through three overlapping markets. They use the same raw material. They serve different audiences. They face very different levels of accountability.

MARKET ONE: THE CREATOR ECONOMY

This is the fastest-growing and least-regulated sector.

High-volume YouTube channels and Facebook pages built entirely around “charity vlogging” — filming help as entertainment.

The format is almost algorithmically standardized:

Recipients become recurring characters. The same homeless man. The same sick grandmother. The same hungry children — week after week, each episode a new crisis, a new reveal.

Editing is emotionally engineered. Slow-motion tears. Swelling music. The “before” shot dirty and desperate. The “after” shot clean and grateful.

Thumbnails are designed to perform one function: make you feel like clicking is a moral act.

The Philippines is the perfect market for this content. YouTube’s ad-reachable audience in the country: 59.6 million users as of late 2025. The Philippines ranks among the top YouTube-engaged nations globally.

That is the stage. These channels know how to fill it.

MARKET TWO: BROADCAST AND DOCUMENTARY

Before YouTube, there was television.

Philippine broadcast journalism has a long history of poverty-centered documentary and human-interest content — and a long, serious internal debate about where “realism” ends and exploitation begins.

GMA’s i-Witness documented pagpag — the practice of salvaging discarded food from dumpsites — and urban poor survival strategies before most creators had a smartphone.

The tension was real then. It remains real now.

The 2011 film Ang Babae sa Septic Tank satirized the award-chasing “poverty film” formula — an indie director who uses extreme poverty as a set-piece to win festivals — even as the film itself could not entirely escape the same critique.

GMA journalist Kara David put it plainly: “Uplift the poor, uplift their dignity — not just stories that generate pity.”

That standard exists. It is not always applied.

MARKET THREE: INSTITUTIONAL FUNDRAISING

The third market is the oldest.

NGOs, Catholic church networks, and corporate foundations have used poverty imagery to mobilize donors for decades — long before YouTube existed.

They typically operate with more disclosure: annual reports, audited statements, program summaries. They are registered. They file with regulators.

But “more accountable” is not “immune.”

Donor acquisition pressure pulls institutional storytelling in the same direction as creator content: pity over dignity, “deserving poor” archetypes, stories where the giver is the hero.

The difference between an NGO campaign and a charity vlog is often not the content. It is the spreadsheet behind it.

THE NUMBERS THAT MATTER

Let us talk about scale.

59.6 million — YouTube’s ad-reachable audience in the Philippines (DataReportal, late 2025).

1.37 billion — Total views for one major charity vlog channel as of this investigation. Channel created: December 2019. That is five years to build a billion-view poverty content machine.

3.64 million — That same channel’s subscriber count. Built on a “kalingap” (caring) brand identity. Family serial format. Recurring characters. Emotionally optimized episode structure.

4.09 million — Subscribers on a second major charity vlogging channel, created August 2016. Total views: approximately 896 million.

20.2 million — Subscribers on a celebrity “social experiment” help channel. Total views: 1.89 billion and rising. This channel has faced documented poverty porn accusations in Philippine mainstream media.

These are not small operations. These are media companies built on the infrastructure of Filipino poverty.

HOW THE MONEY FLOWS — THE PLATFORM LAYER

YouTube does not hide how it shares revenue. It just makes the numbers hard to track at the channel level.

Here is what YouTube publicly discloses:

55% of net ad revenue from watch-page ads goes to the creator. 45% goes to YouTube.

70% of net revenue from fan-funding features — Super Chat, channel memberships, Super Thanks — goes to the creator. 30% goes to YouTube.

This creates a double incentive for poverty content.

Ads pay for scale. Every view on a 1.37-billion-view channel generates ad revenue at the 55/45 split.

Fan funding pays for emotional intensity. Live streams where audiences donate in real time to “help” a subject on camera generate revenue at the 70/30 split. The more desperately the subject suffers on camera, the more the audience feels the need to donate in the moment.

YouTube is not a passive platform here. YouTube earns 30 to 45 percent of every dollar generated by this content.

In 2024, YouTube quietly removed the public flag that previously indicated whether a channel was in the YouTube Partner Program — making it harder for watchdogs to determine which channels are monetized.

The platform made itself less transparent at the same moment the genre was at its peak.

That is not an accident. That is design.

WHERE THE MONEY GOES AFTER THE PLATFORM

Beyond YouTube, the funding flows are deliberately diffuse.

Philippine charity vloggers commonly collect donations through GCash, Maya, bank transfers, PayPal, YouTube Super Chat, and GoFundMe.

The critical governance point: in the Philippines, public solicitation is regulated.

The DSWD requires anyone conducting public solicitation for charitable or welfare purposes to obtain a public solicitation permit. The permit process requires disclosure of leadership, a stated program plan, and compliance with the 70/30 rule — meaning at least 70% of funds raised must go to programs.

Most charity vloggers do not have this permit.

You can post a GCash number in a YouTube video description, collect millions in donations, and face no automatic disclosure requirement.

That is the architecture of opacity.

THE BENCHTV CASE: WHEN CONTENT BECOMES A FACILITY

The vlogger known as BenchTV — approximately 512,000 subscribers, approximately 58.6 million total views — built a following around “rescue” content: filming homeless individuals, narrating their stories, documenting their “transformation.”

At some point, the filming became something else. The creator began housing the people being filmed.

DSWD inspectors found an unlicensed care facility in operation, minors present on the premises, and no proper licensing or registration.

The facility was shut down.

BenchTV is not a unique case. BenchTV is a visible case.

The question this case raises is not about BenchTV. The question is: how many channels are running the same operation without DSWD ever showing up?

THE BACKLASH PATTERN: WHY THE MACHINE SURVIVES CRITICISM

The charity vlogging machine has faced criticism. It has survived every wave of it.

The reason is a split audience phenomenon best illustrated by the Ivana Alawi controversy.

When documented poverty porn accusations emerged in mainstream Philippine media, two audiences responded:

Side A: “At least someone helped.” Emotional satisfaction. Gratitude for visibility.

Side B: “Why did it have to be filmed?” Dignity concern. Questions about consent and financial accountability.

Both audiences are real. Both responses are genuine.

The machine survives because it satisfies both simultaneously.

You feel good about watching because someone got helped. You don’t ask where the rest of the money went.

The architecture of the genre is designed to make the first feeling available immediately and the second question feel like ingratitude.

The poor in this story did not choose to be content. Someone else made that choice. And someone else collected the money.

WHEN A HALFTIME SHOW BECAME A TEST OF WHO GETS TO BE “AMERICAN”

The Super Bowl is supposed to be background noise: nachos, ads, jokes about how long the game is taking.

This year, the halftime show turned into a referendum on who is allowed to stand in the center of America.

Bad Bunny — a Puerto Rican artist who performs mostly in Spanish and openly backs queer and migrant communities — took the most watched stage on U.S. television and made it look like the Americas, plural. Flags, dancers, queer joy, and a message that said, in effect: *we’re here, we’ve always been here, and this is ours too. Within hours, the culture war came roaring through the living room.

“I DON’T UNDERSTAND A WORD”: WHO THAT HALFTIME WAS “FOR”

The backlash wasn’t subtle.

- Commentators and influencers called the show “not American enough,” “satanic,” “borderline pornographic,” or “illegal immigrant propaganda.”

- A former president logged on to Truth Social to rage that the show was “an affront to the Greatness of America” and complained that “nobody understands a word.”

- Turning Point USA promoted an All‑American Halftime Show headlined by Kid Rock and country acts as a “real” alternative — framed around “Faith, Family & Freedom.

The message underneath all that noise was simple:

*If the person at midfield is brown, Spanish‑speaking, gender‑nonconforming, or unapologetically Puerto Rican, then America has been stolen and needs to be taken back.*

Bad Bunny’s set didn’t just entertain. It broke a quiet rule of U.S. television: you can be visible, but only if you shrink yourself enough not to scare the people who still believe they own the definition of “American.”

TWO HALFTIME SHOWS, TWO COUNTRIES

Part 2 of this series followed the money and influence around Turning Point USA’s counter‑programming.

Part 3 is about what it felt like in real time: two feeds, two stories, two countries trying to claim the same flag.

On one side:

• - an official halftime show in mostly Spanish

• - queer dancers, trans and drag performers, flags from across the Americas

• - a closing message that pointed toward shared belonging, not purity tests

  
  On the other:

• - a rival stream built to look like a church‑y rally: guitars, pastors, patriotic graphics

• - guests chosen to signal “real America” — white, English‑speaking, evangelical, conservative

• - segments framed around “saving the children” and “protecting our culture,” code that has been used for years to police race, gender, and sexuality

You could flip between the two in the time it takes to open a new tab.

It didn’t feel like changing channels. It felt like changing countries.

WHAT THE FIGHT WAS REALLY ABOUT

The loudest talking points said the show was:

• - “too political”

• - “disrespectful to the flag”

• - “inaccessible” because of Spanish lyrics

Look at the pattern and the target is obvious:

Bad Bunny is not white.

He’s Puerto Rican — a U.S. citizen whose people are still treated as optional Americans at best.

He has put queer and trans people in his videos and on his stages for years, on

The halftime show made that history impossible to ignore. It said, without translation:

This is what America looks like. This is what joy looks like when we refuse to ask permission first.

The counter‑show, the rage posts, the “I don’t understand a word” rants — those were all ways of answering back:

No. We decide what America looks like, and you are here on sufferance.

That’s the real argument. Not lyrics. Not choreography. Power.

WHY THIS MATTERS BEYOND FANDOM DRAMA

This isn’t just about which artist you like. It’s about who is allowed to stand at the center of America without needing a translation, a disclaimer, or someone else’s permission.

But the Bad Bunny Saga exposes a bigger set of fault lines:

Language: Whose tongue counts as “normal” on the biggest U.S. stage, and whose has to come with subtitles or apologies.

Citizenship: Puerto Ricans carry U.S. passports but still get treated like guests in debates about who belongs.

Gender and sexuality: Queer dancers are fine when they’re background color. They become “an agenda” the moment the camera lets them be people.

Platform control: Influencers and political organizations can spin a 12‑minute performance into a referendum on who owns the country, in real time.

You don’t have to like Bad Bunny’s music to see what’s at stake.

Every time a halftime show, awards performance, or viral clip gets framed as “anti‑American” for being too brown, too queer, too Spanish, a line is being drawn about who gets to stand at the center and who has to stay in the background.

WHAT COMES NEXT

Part 1 mapped how a halftime booking turned into a weeks‑long “who owns America” brawl.

Part 2 followed the counter‑programming machine — the money, the messaging, the “All‑American” branding.

Three markets of poverty porn in the Philippines

In the Philippines, the phenomenon shows up in at least three overlapping “markets.”

1. The charity‑vlogging creator economy

First is a high‑volume creator economy built around “charity vlogging” and “social experiment” formats, where creators film help as entertainment.

Patterns you’ll recognize:

• Channels that turn recipients into recurring characters and serial arcs.

• Emotionally optimized editing, cliffhangers, and “before/after” reveals to sustain watch time and donations.

• “Rescue” thumbnails designed to make you feel like you’re doing a good deed just by clicking.

The country’s exceptionally high YouTube usage creates fertile demand for this emotional, episodic content. The algorithm rewards whatever keeps people watching; these channels have learned exactly which stories of suffering perform.

2. Broadcast, documentary, and tabloid ecosystems

Second is professional TV, film, and tabloid‑style digital media that have long leaned on poverty‑focused narratives — exposés, human‑interest segments, and disaster coverage.

For years, Philippine film and TV criticism has wrestled with the question:

When does “realism” cross the line into exploitation?

You see this tension in independent cinema controversies and in satire like Ang Babae sa Septic Tank, which mocks the award‑chasing “poverty film” formula even as it still relies on poverty as its central set‑piece.

3. Institutional fundraising and brand philanthropy

Third is institutional fundraising and brand philanthropy: NGOs, church networks, and corporate foundations that depend on poverty imagery to mobilize donors.

Compared to vloggers, these organizations usually have better transparency tooling:

• Annual reports

• Audited financial statements

• Program disclosures and impact blurbs

But they’re not immune to the same pressures. Donor acquisition incentives pull storytelling toward:

• pity and simplification

• “deserving poor” archetypes

• stories that make the giver feel heroic and central

The line between honest depiction and poverty porn is thin — and the poorer you are, the more likely someone else is drawing it for you.

When “help content” meets regulation

Regulatory pressure in the Philippines is starting to catch up, both on methods and operations.

On the methods side:

• Data and privacy authorities have issued guidance that explicitly covers vloggers using body‑worn cameras and similar devices.

• Requirements include privacy notices, lawful basis for filming, and special safeguards for vulnerable data subjects.

On the operations side:

• Regulators have intervened when “help content” morphs into operating unlicensed welfare facilities or running public solicitations without permits.

• One high‑profile example involves the vlogger known as BenchTV, whose activities prompted closure/suspension orders around a “care” setup that blurred the line between content house and welfare facility.

The message is simple: you can’t hide a social service operation behind a YouTube channel forever. But enforcement is patchy, and the platforms themselves are built to reward anyone who can keep the audience crying and clicking.

The money problem: opacity by design

On funding, the central investigative problem is opacity.

Revenue often blends:

• in‑stream ads and programmatic placements

• “fan funding” (Super Chats, memberships, channel donations)

• off‑platform contributions via GCash, PayPal, bank transfers, and private group drives

YouTube publishes general revenue‑share rules — for example, the baseline 55% of net ad revenue to creators for watch‑page ads, and 70% of net revenue for some fan‑funding features. But it offers almost no public visibility into whether a specific channel is actually monetized, or how much it earns.

Third‑party sites (Social Blade, vidIQ, etc.) throw out earnings estimates. Those are model‑based ranges, not audited statements. They’re useful as triangulation signals, not as proof you can print.

Meanwhile:

• Scam and fake‑aid content circulates across the Philippine information environment, including AI‑generated “aid” clips fronting for phishing and fraud.

• “Dark money” in the strict sense — covert political or criminal financing — doesn’t show up in open dashboards. Proving it would require forensic work: business registrations, donor tracing, bank records, subpoenas.

In this series, I’ll treat dark‑money questions as hypotheses, not conclusions, unless there is documentary evidence strong enough to name.

The Catholic context: help, spectacle, and the soul

You can’t talk about poverty and charity in the Philippines without talking about the Church.

“Poverty porn” collides head‑on with:

• a deep Catholic tradition of almsgiving and institutional charity

• parish‑run relief drives, Lenten programs, and national campaigns coordinated by church bodies

• the instinctive belief that helping the poor is a non‑negotiable part of Christian life

The critique is not that help is bad.

It’s that help performed for applause risks instrumentalizing the poor — turning them into props for someone else’s public virtue and reward.

This sits squarely in line with Pope Francis’s repeated warnings against performative charity and his insistence on a dignity‑first encounter with the poor: seeing them as subjects with agency, not as raw material for your testimony or your channel.

In other words: the theological fight over “poverty porn” is a fight over who gets to be fully human on camera.

How this investigation will work

This report — and the wider Seeds of Fire series — maps poverty porn as a business and production phenomenon across creator platforms, mainstream media, and institutional fundraising.

Sources and methods

I’m drawing on:

• channel analytics dashboards (subscriber counts, upload patterns, content themes)

• platform policy documents and monetization rules

• Philippine regulatory advisories, orders, and press coverage

• NGO and foundation donation portals, campaign pages, and reports

• Filipino‑language commentary, watchdog posts, and academic / critical writing

Who gets named — and why

Selection logic for naming specific producers:

• They publish recurring poverty‑centered charity/help content, slum‑tour content, or poverty‑framed “social experiments”; and/or

• They are repeatedly discussed in Filipino discourse as examples of poverty porn; and

• They leave enough public metadata (videos, descriptions, appeals, organizational traces) to cite responsibly.

This will not be exhaustive. Treat it as a starting roster for a long‑form investigative series, not as a definitive blacklist.

Key limitations

I want the boundaries clear from the start:

• Open web access to individual YouTube video descriptions can be throttled. That means funding links (GCash, PayPal, bank details) can’t always be scraped or mapped at scale. Most funding‑path analysis will be structural (how creators monetize) plus case‑based (where regulators or news documents specific schemes).

• Third‑party earnings estimates are not books. They’re hints, not evidence. Wherever possible, I’ll present them as ranges and pair them with other documentation.

• Where the trail goes cold at the edge of subpoenas or private banking data, I’ll say so. I’d rather name the gap than fill it with speculation.

Why this matters — and who it’s for

This series is for people who are tired of being told that the only options are:

• do nothing, or

• accept exploitation because “at least someone is helping”

Levi’s Stadium was flooded with light, the crowd shot showed a sea of phones, and the broadcast team did the familiar “history in the making” patter the league reserves for moments it wants to brand as bigger than a concert.

If you had only watched the clips and headlines leading up to the game, you might have expected something closer to a political rally than a show. Donald Trump had already called the NFL’s decision “absolutely ridiculous,” claimed he had “never heard of” Bad Bunny, and let allies frame a Puerto Rican headliner as an insult to “real Americans.”

In Part 1, we stopped the tape there. In Part 2, we hit play again and stay with the cameras as game week builds, the stage comes alive, and millions of people see for themselves what actually happened.

Game Week Under the Microscope

Trump’s first major hit on the halftime choice landed months before the game, in an October 2025 segment where he called putting Bad Bunny at the center of the Super Bowl “absolutely ridiculous” and insisted he’d never heard of him. The segment’s host framed Bad Bunny as someone who “hates ICE” and turns any criticism into accusations of racism, stitching the halftime show into an ongoing narrative about “anti‑police” and “anti‑border” enemies inside the culture.

In the week leading up to kickoff, those talking points hardened. Trump‑aligned operatives leaned into imagery of immigration enforcement around the game, talking about ICE agents being “everywhere” and warning that there would be “no refuge” for people without the right papers. Other officials echoed older fears about raids near concert venues, turning Bad Bunny’s past criticism of ICE into a justification for new shows of force.

Mainstream sports and culture coverage focused as much on the clash as on the booking. Pre‑game pieces described Bad Bunny as one of the biggest artists on the planet, but still treated his Puerto Rican identity as a “risk” to the NFL brand. Conservative commentators claimed he wasn’t “really American,” despite Puerto Rico being a U.S. territory, while right‑wing groups promoted an “alternative” patriotic halftime event with acts like Kid Rock as a safe space “for folks who love America.”

By Friday, the split was clear. On one side: league press releases about “historic representation,” music press counting streams, and Latin‑focused outlets talking about what it meant for millions of Spanish‑speaking fans to see someone from their world in the exact center of American sports. On the other: a media ecosystem telling viewers that the same show would be a lecture, an attack, or proof that the country they recognized was disappearing.

What Actually Happened on Stage

When the show finally began, it didn’t sound like a campaign rally. It sounded like a Bad Bunny concert that happened to be taking place in the middle of the most‑watched broadcast in the United States.

The halftime set ran about thirteen minutes, and multiple outlets noted that he performed entirely in Spanish, making him the first artist to deliver a fully Spanish‑language Super Bowl halftime show. He opened with “Tití Me Preguntó” and “Yo Perreo Sola,” songs about love, autonomy, and women refusing to be boxed in, backed by a stage design that pulled more from San Juan street parties than from generic Super Bowl graphics.

The set moved through a mix of older hits and newer work from his 2025 album “Debí Tirar Más Fotos,” including tracks like “Safaera,” “Monaco,” “Café Con Ron,” and “DTMF.” The cameras alternated between close‑ups of dancers in caribeño streetwear, overhead shots of a field packed with performers, and crowd shots of fans dancing and singing along in the stands.

Puerto Rican and broader Latin imagery anchored the visuals. Flag colors showed up in lighting and wardrobe. Staging evoked coastal neighborhoods and city streets instead of a placeless, abstract backdrop. The dancers looked like they came from the Caribbean, not a neutral “pop” template, and the field itself became a moving mural of that world.

There were still big pop moments. Lady Gaga joined for a salsa‑inflected take on “Die With a Smile,” a cross‑genre duet built more on musical chemistry than on shock value. Ricky Martin came out for “Lo Que Le Pasó a Hawaii,” a song widely described as invoking American colonization and Puerto Rico’s political status, bringing questions about empire and belonging onto the most mainstream stage possible.

One of the signature visuals was a surreal mass of performers dressed as “grass,” moving in waves around a live, on‑field wedding staged during the set. From above, the stadium became a mosaic: Puerto Rican flag colors in the lighting, a couple getting “married” on the fifty‑yard line, and rows of fans of different races and ages turning the stands into their own dance floor.

The show was unapologetically about identity and community. It was not the on‑air anti‑ICE rally some of Trump’s allies had spent the week selling to their audiences.

America Watching Itself Watch Bad Bunny

Trump’s pre‑game claims were straightforward: that putting Bad Bunny at the center of the Super Bowl was ridiculous, un‑American, and an insult to “real Americans.” On the tape, what you actually see is a Spanish‑language performance that treats Puerto Rico and the broader Latin world as fully present inside the American story, with no apology and no translation.

That doesn’t mean there was no politics at all. A duet about colonization on the fifty‑yard line is a political choice, even without a slogan on the jumbotron. Filling the field with dancers coded as Puerto Rican and Caribbean, in a league that has spent decades selling a very specific version of patriotism, is its own statement. So is closing with a brief speech about opening doors for future Latino artists and insisting that the “language of dance” is enough for people to feel the show, even if they don’t understand every lyric.

The collision comes when you line up those images against the pre‑game talking points. The same commentators who warned about an “anti‑ICE halftime” spent the night clipping moments of flags, dancing, and the staged wedding to argue that America was being “forced” to accept a culture that was not its own. Trump complained afterward that “nobody understands a word this guy is saying,” falling back on an old “speak English” reflex as if the crowd’s reaction on screen—the cheering, the singing, the phones in the air—wasn’t its own kind of understanding.

Early polling tells a more complicated story than the outrage clips. A snap survey taken after the game found that nearly half of Americans said they watched the halftime show. Among those viewers, a clear majority rated it “excellent” or “good,” with only a small minority calling it “poor.” For all the noise, most people who actually saw the performance thought it worked.

On social media, the split was visible in real time. The Numbers and the First 72 Hours

On the basic metrics the NFL cares about, the bet paid off. Ratings data show that the halftime segment averaged more viewers than the game’s overall average, even if it fell slightly short of the all‑time record set the year before. Online, the official upload drew tens of millions of views in the first couple of days, while the highly promoted “alternative” halftime stream attracted a much smaller audience by comparison.

On the league’s own channels, the show broke social‑media engagement records. Internal and partner analytics pointed to billions of impressions tied to Bad Bunny’s performance within the first 24 hours. Political and opinion writers on the right focused on the language choice, the colonization‑themed duet, and the counter‑event, folding the show back into a story about elites “forcing” diversity onto an unwilling public.

No sponsors, no protection rackets—just slow, document‑heavy reporting on how culture and poverty get turned into someone else’s business model.
