CHAPTER I
THE POVERTY BROKERAGE SYSTEM
Every poverty economy has brokers.
These are not the poor.
These are the intermediaries.
The Business of Poverty runs on three invisible engines:
Crisis Compression
Disaster removes caution. Emergency suspends oversight. Speed replaces accountability.
Dependency Design
Programs are built to manage need—*not end it.*
Narrative Capture
Suffering becomes story inventory. Story becomes money.
The system does not fear chaos.
It **feeds** on it.
CHAPTER II
PUERTO RICO — PERMANENT RECOVERY
After Maria, billions were approved.
But homes did not rise.
Contracts were issued.
Consultants were paid.
Audits were written.
Recovery became a maze where:
Federal agencies delayed
Contractors profited
Local offices stalled
Families waited
Disaster did not end.
It institutionalized.
CHAPTER III
PHILIPPINES — AID WITH CONDITIONS
Relief travels through political hands.
Not hungry hands.
Audit trails showed:
Late liquidation
Missing documentation
NGO pass-throughs
Politically controlled distribution
When survival depends on alignment,
poverty becomes a vote market.
CHAPTER IV
UNITED STATES — HOMELESSNESS AS BUSINESS
In America, homelessness is no longer a crisis.
It is a sector.
Budgets grow.
Shelters stagnate.
Audits uncovered:
Bloated administration
Missing documentation
Contractors paid without proof
No outcomes tracked
If homelessness ended,
the industry would collapse.

POVERTY PORN
