The Vault Investigates exists to document how poverty is exploited across the United States, Puerto Rico, and the Philippines.
That mission requires trust, restraint, and clear boundaries.
So here is the plain answer to a question I receive often:
Who gets into The Vault?
The Short Answer
Not everyone.
Access to The Vault is selective by design. This archive is not a public database, a content farm, or a discovery tool for institutions seeking insulation from scrutiny. It exists to support work that serves the public interest—nothing else.
Who Access Is For
Access is considered for people whose work clearly aligns with accountability and public benefit, including:
Investigative journalists
Public-interest researchers
Educators
Watchdog organizations
Applicants must be able to explain who they are, what they are working on, and how the material will be used.
Who Access Is Not For
Access is not granted for:
Commercial exploitation
Legal discovery or case-building
Brand or reputation management
Corporate or institutional risk control
PR, communications, or damage containment
If the primary purpose of a request is to protect power rather than examine it, the answer is no.
Why Disclosure Matters
Anyone requesting access is expected to meet the same standards they claim to apply in their own work.
That means:
Clear identification of person, role, and organization
Full disclosure of institutional, corporate, or governmental affiliations
Honest explanation of intended use and audience
Misrepresentation, omission, or concealment of affiliation is treated as an integrity issue and results in denial or revocation of access.

Each request is reviewed case-by-case, based on the totality of information provided and the obligation to protect sources, communities, and ongoing investigations.
No applicant is guaranteed access.
Independence Is the Point
This archive is maintained by a single independent investigator on a fixed income.

That independence is intentional. It allows this work to examine institutions without permission and without compromise.
